Project Evaluation Report CoverWired Up Communities Evaluation
Leeds Metropolitan University, Policy Research Institute (PRI) evaluated the Wired Up Communities Programme (WuC) for DfES and produced a Good Practice guide. The evaluation included surveys with individual beneficiaries using structured questionnaires and targeted qualitative research with sections of the local community particularly at risk from exclusion.

The evaluation explored key issues such as:

Access - How effective has WuC been in improving access to the Internet by the community?

Learning - How effective have projects been in improving individuals ICT skills and promoting other learning by adults and children?

Employment Prospects - How effective have projects been in improving the employment prospects of individuals?

Social Cohesion - How effective have projects been in helping individuals use new technologies to develop/enhance community operating capacity and mutual support?

Education - How effective have projects been in supporting delivery of the national curriculum?

Halcyon Consultants

In August 2001, Halcyon Consultants was commissioned by DfES to conduct interviews with all seven WuC project managers to look at the practicalities and logistics of setting up and running a WuC project. A questionnaire was developed by Research and Innovation Services and designed to highlight the practical issues facing project managers. Much of the research material gathered is reflected in the Practitioners' Toolkit.

From the September 2001 interviews, Halcyon Consultants produced a report in November and a presentation based on this report was made to the November 2001 Wired up Communities conference. In January 2002, Halcyon Consultants conducted a second round of interviews, and again a report was produced at the end of March 2002 and presented at the April 2002 Wired up Communities conference.

A final round of interviews with project managers was completed in late August and early September 2003, and the report is available here.
